Re: Personnel File, Human Resources

Subject: Franco Silvio

Current Assignment: Acapulco Police Department, Detectives Unit (Homicide)

Rank: Lieutenant

Status: Under Surveillance (Internal Affairs)

Background Profile

Franco Silvio was promoted to lieutenant rank after significant success as Senior Detective. He is well known within the police department, both for previous career as a professional boxer but also for long-lasting rumors that he was responsible for the death of his first partner.

He has the best track record of bringing cases to conclusion.

His work style is best described as menacing, with the physical presence to back up the force of personality. He is particularly adept at forcing confessions. To date, there is no official record of him accepting bribes.

He is often in conflict with Victor Obregon Sosa, head of the police union for the state of Guerrero. Silvio is/was married to Obregon’s sister, a marriage that the union chief never accepted.

Silvio began his career as a Special Operations uniformed officer and has strong support within the police department stemming from that assignment. He is seen as the rare Special Operations type to achieve leadership positions.

Psychological Evaluation

Strengths: Exceptional analytic skills, on-the-ground experience and large network of street informants. Strong network of connections inside the police department.

Weaknesses: Originally from the El Roble neighborhood, Silvio is most comfortable in working class areas of the city. Extreme dislike of women in the squadroom. Still resentful that he was blamed for death of first partner, forced to work with a female partner and that he was jailed over suspected collusion to murder his wife, a case which was dropped after the real murderer was found.

Key Motivators: Determination to rise above rumors which have hamstrung his career.

Known Associates

Detective Emilia Cruz: Has been both her partner and supervisor in the Homicide Unit. They have a complex relationship based on both respect and resentment.

Kurt Rucker: Through Cruz, Silvio has become friends and business partners with Rucker, who is the manager of the Palacio Real hotel.

Tactical Notes

In their first major interaction, Silvio makes clear his position regarding having to work with a female detective. His relationship with Emilia Cruz evolves, but his words still linger.

“I never wanted a woman in here. I’ll do everything I can to f*** you over until you quit.” — Franco Silvio
