Background Profile
Victor Obregon Sosa has been the head of the police union for the state of Guerrero long enough to have become a feared rival to Rodrigo Salazar, head of the Acapulco police department. Previously a fast-rising officer within that city’s department, Obregon Sosa now wields considerable power across the state.
Part of his power comes from the wealth he has accrued in his position. While there have been no direct accusations, Obregon Sosa is thought to accept favors and financial contributions. It is rumored that he and police chief Salazar ran a money laundering operation through the El Pharaoh Casino that was shut down when a partner was accused of murder.
Obregon Sosa also derives influence and power through his association with Acapulco mayor Carlota Montoya Perez. While he is her frequent escort, his dalliances with other woman have produced at least one child that he acknowledges.
Psychological Evaluation
Strengths: Wide network throughout the state, able to influence decisions at all levels. Forceful and accustomed to using power of his position for both personal gain and advancement of police interests.
Weaknesses: Poor judgement regarding romantic dalliances. Possibly involved in shady money laundering, extortion and other non-violent crimes but no hard evidence has ever been found.
Key Motivators: Maintenance and augmentation of personal position. Rivalry with Acapulco chief of police may be a factor in future decisions.
Known Associates
Detective Emilia Cruz: Has a continued interest in the only female detective in Acapulco. It is not known if his interest is personal or professional, but thought to be a combination of both.
Franco Silvio: Obregon Sosa’s sister Isabel married this former heavyweight boxer, not a police lieutenant. Obregon Sosa spread rumors about the murder about Silvio’s first partner in an attempt to ruin his career and destory the marriage which he considered beneath his sister’s social status.
Tactical Notes
In their first major interaction in CLIFF DIVER, Obregon appoints Emilia Cruz to lead the investigation into the murder of her own lieutenant. His reasoning is that women are less prone to corruption than men, but in reality he wants to use her as a vehicle to further damage Franco Silvio’s career as well as hide a secondary crime.
