Background Profile

Carlota Montoya Perez has twice been elected mayor of Acapulco. She enjoys wide popularity, stemming from a cult of personality that portrays her as above cartel violence and promoting Acapulco as a world class tourist and event destination.

The cornerstone of her campaign is a bid for Acapulco to host a Summer Olympics games. To that end, she has recruited influential business leaders to participate in an Exploratory Committee. Chief among them is Kurt Rucker, head of the Acapulco Hotel Association and general manager of the Palacio Real hotel.

The mayor’s family’s conflicted past is something she neither hides nor discusses. When she was a child, her wealthy father left her mother for a younger woman, leaving the mayor to be brought up by her maternal grandparents, however, it is her late father’s wealth which ignited her political career. Her late half sister worked as a public relations consultant during her most recent successful campaign for reelection.

The mayor has a number of political allies, many of whom contributed handsomely to both campaigns. They would like to see her achieve higher elected office, possibly governor of the state of Guerrero. Her chief supporter is Victor Obregon Sosa who is her frequent escort at social events.

Psychological Evaluation

Strengths: Very adept at interpersonal relations, knowing which battles to fight, and when to use her power for personal gain.

Weaknesses: Mercurial and calculating. it is not known if she has ever accepted bribes or dirty money to gain political office.

Key Motivators: Beyond personal power, Montoya Perez wants to advance women in key roles, improve the security situation in Acapulco, and become known on the national–and international–stage.

Tactical Notes

In the Acapulco Noir universe, Carlota is both deal maker and breaker. For Detective Emilia Cruz, she’s been an ally who promotes women. But Carlota is mostly interested in herself. She’ll cut down anyone who threatens her political power.
